Press Release: SBIR Reauthorization is Signed into Law

Washington, D.C. – The Clean Energy Business Network issued the following statement from President Lynn Abramson in response to President Trump signing S. 3971, the Small Business Innovation and Economic Security Act—legislation recently passed by Congress to reauthorize the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs through FY 2031. These programs have been closed since October 1st, 2025, while lawmakers worked to resolve differences on provisions concerning foreign due diligence and repeat award winners. 

“The enactment of the Small Business Innovation and Economic Security Act will restart America’s small business innovation engine after six months of being stalled. For more than forty years, the SBIR and STTR programs have supported small business innovation and enhanced U.S. competitiveness across the energy, defense, healthcare, and other technology sectors. We look forward to working with the federal agencies to keep small businesses updated on new funding solicitations and requirements as the programs are reopened.”
