The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs help small businesses partner with federal agencies and research institutions to commercialize promising technologies. Learn how these programs operate and hear about proposed reforms to further improve their impact.

Doug Rand, former Assistant Director for Entrepreneurship at the White House Office of Science and Technology Policy under the Obama Administration, will provide an overview of these programs and ideas for improvement.

CEBN is collaborating with Doug, SBIR/STTR recipients within our network, and Small Business Committees on Capitol hill to explore potential changes to make the SBIR/STTR programs more impactful and accessible to small businesses. Webinar attendees will have the opportunity to provide feedback on suggested legislative and administrative changes to these programs and learn about opportunities to engage in education and advocacy.

The slide deck from this webinar is available here, and we will disseminate a recording of the webinar soon. As noted in the webinar, these are the next steps in finalizing our proposed reforms to Small Business Innovation Research (SBIR) programs:

  1. PROVIDE YOUR INPUT: Please complete our brief, 10-question survey to share your experiences navigating, applying to, or working with SBIR and other federal R&D programs. Your feedback will inform our final revisions to the letter below and help us prioritize these proposals in follow-up discussions with policymakers.
  2. READ & SIGN OUR LETTER: Read our draft letter to Congress outlining our proposed reforms. If you agree with the recommendations, you can sign on now and we will circle back on any substantive edits before sending.
