Affordable Clean Energy Rule Primer

On June 19, 2019 EPA Administrator Wheeler signed the final version of the Affordable Clean Energy (ACE) rule, the Trump Administration’s repeal and replacement of the Obama-era Clean Power Plan. The ACE rule establishes guidelines for states to develop carbon emissions reductions standards for existing coal-fired power plants. On October 8, 2020, the DC Circuit Court of Appeals heard arguments from EPA in favor of a more restrictive view of the Federal Government’s authority to control GHG emissions from power plants.
