Washington, D.C. – The Clean Energy Business Network issued the following statement from President Lynn Abramson in response to the House passage of S. 3971, the Small Business Innovation and Economic Security Act—legislation that would reauthorize the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs through FY 2031. These programs have been closed since October 1st, 2025, while lawmakers worked to resolve differences on provisions concerning foreign due diligence and repeat award winners.
“CEBN applauds Congress for reauthorizing the SBIR and STTR programs for five years. We appreciate the bicameral, bipartisan effort to work through negotiations to reinstate these programs. SBIR and STTR represent the backbone of America’s R&D ecosystem, and this reauthorization is critical to ensuring cutting edge technologies in cleantech and beyond are made here at home in the U.S. We look forward to working with SBIR implementing offices to educate entrepreneurs as new rules for these programs are administered.”
