Press Release: CEBN Applauds Senate Passage of Five-year SBIR/STTR Reauthorization

Washington, D.C. – The Clean Energy Business Network issued the following statement from President Lynn Abramson in response to the Senate passage of S. 3971, the Small Business Innovation and Economic Security Act—legislation that would reauthorize the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs through FY 2031. These programs have been closed since October 1st, 2025, while lawmakers worked to resolve differences on provisions concerning foreign due diligence and repeat award winners. 

For over forty years, the SBIR and STTR programs have served as America’s innovation engine, enabling small businesses to develop and commercialize new technologiesWe thank the Small Business Committee for its tireless efforts to develop this compromise for reauthorization and get it over the finish line. Restarting these vital programs will support the creation of new businesses and jobs, attract private-sector investment, and promote American competitiveness in technology innovation. We urge the House to act swiftly to send this bill to the President’s desk and reopen these critical programs as soon as possible.”
