The Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA) invites small businesses to submit research proposals under this NOFO. Firms with the capability to conduct research and development (R&D) in any of the research topic areas listed in Section 9.0 of this announcement and to commercialize the results of that R&D are encouraged to participate. Breakthrough Energy Fellows Cohort 4

Breakthrough Energy Fellows (BEF) flagship program, the Innovator Fellowship, is designed to accelerate the development of promising early-stage climate technologies. The Fellowship is a full-time commitment for innovators committed to commercializing their climate technology. Typically, Innovator projects have raised less than $2,000,000 in dilutive funding and are legally incorporated prior to program start date of September 2024.

The Explorers Fellowship offers funding for developing breakthrough climate solutions that are earlier stage, higher technical risk, and may not yet be ready to incorporate. Explorers’ projects are typically in a university lab or research entity, and are overseen by professors, faculty members, or full-time researchers who can remain in position for this part-time opportunity.

WaterSMART: Title XVI Congressionally Authorized Water Reclamation and Reuse Projects for Fiscal Years 2023 and 2024

The objective of this Notice of Funding Opportunity (NOFO) is to invite sponsors of congressionally authorized water reclamation and reuse projects to request cost-shared funding for the planning, design, and/or construction of those projects. This NOFO will be used to allocate existing program funding and available fiscal year (FY) 2023 enacted appropriations. FY 2023 appropriations include $60 million for the Title XVI Program, a portion of which is being allocated through this NOFO.

WaterSMART: Title XVI WIIN Act Water Reclamation and Reuse Projects for Fiscal Years 2023 and 2024

The objective of this NOFO is to invite sponsors of eligible water reuse projects to request cost-shared funding for planning, design, and/or construction of those projects. To be eligible for funding under this NOFO, the project must have a completed Title XVI feasibility study submitted to Reclamation for review by November 7, 2023, for applications submitted under the first submittal period and by August 30, 2024, for applications submitted under the second submittal period.

WaterSMART: Large-Scale Water Recycling Projects for Fiscal Years 2023 and 2024

Through the Large-Scale Water Recycling Program, Reclamation will provide up to 25 percent (%) Federal cost share, with no per-project Federal funding maximum, to water recycling projects that have a total project cost greater than or equal to $500 million. Large-scale water recycling projects will play an important role in helping communities develop local, drought-resistant sources of water supply by turning currently unusable water sources into a new source of water supply that is less vulnerable to drought and climate change.
