This Funding Opportunity Announcement (FOA) is being issued by the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) on behalf of the Wind Energy Technologies Office (WETO). This funding opportunity is coordinated with Innovation Fund Denmark to support U.S.-Danish consortia collaborating on shared research objectives. EERE funds will be used to support the U.S. entity work through this FOA. Innovation Fund Denmark funds will be used to support Danish entity work through Innovation Fund Denmark’s corresponding funding opportunity. This research funding opportunity
focuses on issues related to mooring technologies and methods. For the purpose of
this FOA, “mooring technologies” means any equipment to permanently secure a
floating full-scale 15 megawatt+ wind turbine structure in position within a deep
water (50m+) offshore wind energy array including mooring lines, anchors, and all
associated components. The goals of this FOA are to:

• Advance floating offshore wind energy mooring technologies and methods towards cost-effective commercialization and industry growth;
• Encourage bilateral collaboration to increase the impact of research in the United States and Denmark; and
• Support research at U.S. minority-serving colleges and universities^[1](MSI) and facilitate new relationships between MSIs, other researchers, and industry participants.

The Wind Turbine Technology Recycling NOFO is a $20M program intended to address various barriers to widespread adoption of recycling for two major materials found in wind energy systems, fiber reinforced composites and rare earth elements. The overall goals are as follows:

• Accelerate development of designs that are more easily recyclable and reusable
• Accelerate development of end-of-life processing technologies to cost effectively, sustainably, and efficiently recycle and recover materials from wind turbines, including manufacturing waste
• Address technological and supply chain challenges limiting recycling of fiber reinforced composites and rare earth element magnets in wind turbines

The SBIR/STTR Programs Office works collaboratively with 13 program offices throughout the DOE. Each DOE program office considers its high priority research needs and program mission, as well as the Department’s goals for the program in developing research topics.  The specific research topics selected for the SBIR and STTR programs are developed by DOE technical program managers. DOE offers more than sixty technical topics and 250 subtopics, spanning research areas that support the DOE mission in Energy Production, Energy Use, Fundamental Energy Sciences, Environmental Management, and Defense Nuclear Nonproliferation.

Hailing from around the world, BE Fellows are focused on technologies that have the potential to reduce greenhouse gases, at scale, by at least 500 million tons per year. Technologies supported to date include high-impact areas such as hydrogen, electrofuels, steel, cement, food and agriculture, energy storage, nuclear fusion, carbon dioxide capture, storage and sequestration. The Breakthrough Energy Fellows program has three pathways, defined as follows:

• Innovator Fellows are world-leading scientists and engineers who enter the program with a critical climate technology to commercialize.
• Business Fellows are experienced professionals with tech commercialization skills who support the Innovator Fellows in accelerating their path to market.
• Explorers receive funding for earlier stage, higher technical risk endeavors. These projects are typically led by scientists at university labs or research entities.

The Inspiring Generations of New Innovators to Impact Technologies in Energy (IGNIITE) 2025 program is designed to support a new cohort of early-career innovators to develop the most disruptive and unconventional ideas into transformative new technologies across the full spectrum of energy applications. This announcement is purposefully broad in technical scope, but eligibility is limited to early-career researchers. In addition to research efforts, awardees will engage with ARPA-E and fellow awardees through dedicated IGNIITE events, meetings, and mentorship activities. Submissions to this solicitation must propose transformational R&D that has the potential for high impact. If successful, a project could create a new class or new trajectory for an energy technology, with the potential to substantially contribute to ARPA-E’s statutory goals. Awards under this program may take the form of exploratory research that provides the agency with information useful for the subsequent development of focused technology programs. Alternatively, awards may support proof-of-concept research for a particular new technology in an area not currently supported by the agency.

The PowerNorth Virtual Incubator is a 10-week program tailored for early-stage energy and cleantech entrepreneurs in Minnesota.

Chain Reaction Innovations (CRI) is a two-year fellowship program at Argonne National Laboratory for innovators focused on clean energy and science technologies. Through an annual call, four to six individuals are selected to join CRI. It is part of the U.S. Department of Energy’s Lab-Embedded Entrepreneurship Program (LEEP), one of four ‘nodes’. The others are located at Oak Ridge National Laboratory, Lawrence Berkeley National Laboratory and the National Renewable Energy Laboratory.

The Energy and Food Sovereignty Nexus Prize encourages Tribal Colleges and Universities (TCUs) to develop student-led demonstration projects that increase their knowledge on clean energy and food sovereignty on TCU campuses. Projects may include but are not limited to:

• Greenhouses heated or cooled by geothermal (ground-source) energy
• Greenhouses powered by wind or solar
• Solar arrays that provide shade for crops to grow or livestock to graze.

TCUs are encouraged to incorporate local traditional crops and/or livestock into their designs, as well as relevant clean energy systems to ensure food is sustainably grown for their environments. Students’ valuable exposure and hands-on experience in energy and food sovereignty can then be shared to benefit Tribes.

ACORE Accelerate members work on solutions in wind, solar, battery storage, hydrokinetic energy, and more. They are women and BIPOC-led businesses committed to creating good-quality jobs and sustaining impact in their communities. Members include manufacturers, project developers, professional service providers and consultants. ACORE hosts an annual call for applications and selects up to 10 Accelerate members per cohort. Over the two-year program, Accelerate members receive complimentary access to paid events, exclusive briefings, tools and advocacy. Members build relationships across ACORE’s influential network of financial institutions, major corporate clean energy buyers, utilities, academic institutions, and allied nonprofit groups and are eligible to serve a year-long term on ACORE’s Board of Directors. At the end of the program, members receive access to continued benefits as members of the Accelerate alumni network.

Sponsored by the Office of Technology Transitions (OTT) at the U.S. Department of Energy (DOE), the American-Made EnergyTech University Prize (EnergyTech UP) challenges student teams to compete for cash prizes for successfully identifying a promising energy technology, assessing its market potential, and creating a business plan for commercialization. Faculty are challenged to create innovative implementation plans that expand energy technology commercialization.

Students: Develop and present a business plan that leverages National Laboratory-developed or other emerging energy technologies developed by students, faculty, or industry. Throughout the competition, they receive mentorship and materials to help them succeed, all while competing for more than $400,000 in cash prizes.

Faculty: Develop and implement educational activities to engage more students in energy technology commercialization and entrepreneurship topics at their institution. While faculty have always been, and remain, welcome and encouraged to mentor a team competing in EnergyTech UP, this new track is designed to incentivize and support faculty directly, with more than $100,000 in cash prizes available.
