Startups have the potential to receive up to a $500,000 seed capital investment, with such investment documentation terms to be negotiated between the potential winner and NEI. The SPARKS program—short for Spurring Projects to Advance energy Research and Knowledge Swiftly—provides a rolling opportunity for the rapid support of early-stage applied research to explore innovative new concepts with the potential for transformational and disruptive changes in energy technology. SPARKS awards are intended to be flexible and may take the form of analyses or exploratory research that provides ARPA-E with useful information for the subsequent development of focused technology programs. Awards under the SPARKS program may also support proof-of-concept research to develop a unique technology concept, either in an area not currently supported by the agency or as a potential enhancement to an ongoing focused technology program. The broad objective of SPARKS is to identify disruptive concepts in energy-related technologies that challenge the status quo and represent a leap beyond today’s technologies. An innovative concept alone is not enough; the idea must also have the potential to be impactful—meaning that, if successful, it represents a fundamentally new paradigm in energy technology with the potential to make a significant impact on ARPA-E’s mission areas.

The APEX Accelerators program, formerly known as Procurement Technical Assistance Program (PTAP), under management of the Department of Defense (DoD) Office of Small Business Programs (OSBP), plays a critical role in the Department’s efforts to identify and helps a wide range of businesses enter and participate in the defense supply-chain. The program provides the education and training to ensure that all businesses become capable of participating in federal, state, and local government contracts.
Breakthrough Energy Fellows (BEF) flagship program, the Innovator Fellowship, is designed to accelerate the development of promising early-stage climate technologies. The Fellowship is a full-time commitment for innovators committed to commercializing their climate technology. Typically, Innovator projects have raised less than $2,000,000 in dilutive funding and are legally incorporated prior to program start date of September 2024.
The Explorers Fellowship offers funding for developing breakthrough climate solutions that are earlier stage, higher technical risk, and may not yet be ready to incorporate. Explorers’ projects are typically in a university lab or research entity, and are overseen by professors, faculty members, or full-time researchers who can remain in position for this part-time opportunity.
This FOA will further reduce risk and improve environmental compatibility of U.S. offshore wind energy and marine energy deployments. It will do this through research into the integrity and monitoring of mooring lines for floating offshore wind
energy systems and marine energy converters, as well as reducing noise generation and propagation during the installation of fixed-bottom offshore wind foundations.

The Tribal Energy Development Capacity (TEDC) grant program seeks to develop the Tribal management, organizational and technical capacity needed to maximize the economic impact of energy resource development on Federally recognized tribal land. TEDC grants equip Federally recognized tribal entities to regulate and manage their energy resources through development of organizational and business structures and legal and regulatory infrastructure. Examples of projects TEDC grants may fund include establishment of Tribal business charters under Federal, state, or Tribal law with a focus on energy resource development; adoption and/or implementation of a secured transactions code; feasibility studies on forming a Tribal utility authority; feasibility studies on emergency response during heat and cold waves; and development of Tribal energy regulations.
In this FOA, OCED is seeking projects that can demonstrate that aggregated and coordinated distributed energy resources (DERs) can provide reliable, predictable grid services for a wide range of system configurations. The program goal is to build confidence that the design, control, and compensation approaches developed can be readily applied to other portions of the distribution grid and extended to other mixes of DERs, potentially extending the value of this approach to a more diverse set of communities, individuals, and entities as the distribution system continues to change.
This FOA makes available approximately $50 million in federal funds for transformative, at-scale projects within distribution systems that demonstrate approaches to integrate grid-edge renewable and distributed energy systems with broader energy networks. DOE will fund up to four (4) projects with an award size of at least $10 million and no more than $25 million in federal funds. Each award is required to provide a minimum of 50% non-federal cost share. Projects are anticipated to have a maximum period of performance of 8 years.
