Reconnecting Communities Pilot (RCP) Discretionary Grant Program

The purpose of the RCP Program is to reconnect communities by removing, retrofitting, or mitigating transportation facilities such as highways and rail lines that create barriers to community connectivity including to mobility, access, or economic development. The program provides technical assistance and grant funding for planning and capital construction to address infrastructure barriers, restore community connectivity, and improve peoples’ lives. The variety of transformative solutions to knit communities back together can include: high-quality public transportation, infrastructure removal, pedestrian walkways and overpasses, capping and lids, linear parks and trails, roadway redesigns and complete streets conversions, and main street revitalization

Industrial Decarbonization through Electrification of Process Heating

On June 23rd, the U.S. Department of Energy (DOE) announced the Clean Energy Manufacturing Innovation Institute (CEMII) for Industrial Decarbonization through Electrification of Process Heating Funding Opportunity Announcement (FOA). This FOA will provide up to $70 million in federal funding to develop and fund a new institute that will conduct research, development, and demonstration (RD&D) focused on developing and scaling electrified processes that reduce emissions, improve flexibility, and enhance energy efficiency of industrial process heating.

Full applications are due October 25, and concept papers are due August 9.

Advanced Energy Manufacturing and Recycling Grant Program (Technical Assistance)

The Advanced Energy Manufacturing and Recycling Grant Program will provide technical assistance and grants to small- and medium-sized manufacturers in former coal communities, with priority given to minority-owned manufacturers. The program provides $750 million for grants to expand or establish manufacturing or recycling facilities for the production or recycling of advanced energy technologies (including clean electricity, industrial decarbonization, clean transportation, and clean fuels), or to re-equip existing manufacturing facilities with equipment designed to reduce greenhouse gas emissions. As a first step, DOE is providing tailored technical assistance to eligible manufacturers interested in seeking a grant under the program.

Battery Materials Processing and Battery Manufacturing

Projects awarded under this FOA will be funded, in whole or in part, with funds appropriated by the Bipartisan Infrastructure Law (BIL). The activities to be funded under this FOA support BIL Sections 40207 (b) & (c) and the broader government-wide approach to upgrading and modernizing infrastructure, including by strengthening critical domestic manufacturing and supply chains to maximize the benefits of the clean energy transition as the nation works to curb the climate crisis and advance environmental justice. This FOA provides approximately $3.1 billion to successful applicants to fund investments within the electric vehicle battery supply chain, increase domestic battery manufacturing, and create good-paying clean energy jobs. The overall scope in this FOA includes demonstration and commercial facilities for battery grade precursor materials, battery components, and cell manufacturing and recycling. Letters of Intent are due May 27.

Electric Drive Vehicle Battery Recycling and Second Life Applications

Projects awarded under this FOA will be funded, in whole or in part, with funds appropriated by the Bipartisan Infrastructure Law (BIL). This FOA and any related activities support BIL section 40208. The sections are focused on Electric Drive Vehicle Battery Recycling and Second-Life Program which includes second-life applications for electric drive vehicle batteries that have been used to power electric drive vehicles; and technologies and processes for final recycling and disposal of the electric drive vehicle batteries.

The Justice40 Accelerator’s vision is to “to leverage this moment to radically reimagine the existing government resource delivery system as a restorative and reparative framework that better supports Black and historically disinvested communities of color.”

They share information and resources with frontline community organizations. Specifically, their website lists funding opportunities from government agencies as well as private industry.

Urban Integrated Field Laboratories (IFL)

Apply to a new program from the DOE related to community-scale climate research. Research will focus on three tightly related scientific topics—atmospheric and environmental observations; modeling of climate change and impacts across urban regions; and simulating the climate benefits of deploying climate solutions and technologies in historically underserved communities across the U.S.

Urban IFLs will require multi-disciplinary teams that bring together the skills and talents of investigators from multiple research institutions. Academic and nonprofit research institutions, national laboratories, other federal agencies, and the private sector are all eligible to apply as Urban IFL team members. The lead organization of each proposed Urban IFL team must be an academic institution or a national laboratory. Locally-based team members and minority serving institutions (MSI) are expected to have significant roles in each Urban IFL.

Funding is to be awarded competitively and is expected to be in the form of five-year awards. The Department anticipates that $17 million will be available for this program in 2022. Requests should not exceed $5,000,000 per year.

Waste Feedstock and Conversion R&D Funding

This FOA (Funding Opportunity Announcement) supports two priority areas in the Bioenergy Technologies Office (BETO) research and development (R&D) portfolio. The first of these priority areas addresses new strategies for energy and resource recovery from waste streams.  The second priority area addressed by this FOA targets improved organisms and inorganic catalysts.

DOE Research Development and Partnership Pilot (RDPP)

The DOE has announced $1.5 million for new grants to colleges and universities that are underrepresented in DOE’s climate, Earth, and environmental science investments to help provide technical assistance to build capacity and achieve the goal of broadening institutional participation. 10-20 awards will be given.. Institutions with a history of training students from populations that are underrepresented in climate and environmental sciences, such as those served by Historically Black Colleges and Universities (HBCUs) and minority-serving institutions (MSIs), are encouraged to apply.

Concentrating Solar-Thermal Power (CSP) FY22 Research, Development, and Demonstration

The U.S. Department of Energy (DOE) Solar Energy Technologies Office (SETO) announced the Concentrating Solar-Thermal Power (CSP) Fiscal Year 2022 Research, Development, and Demonstration funding program, which will award up to $25 million for innovative projects in CSP technologies. These projects will accelerate the large-scale development and deployment of solar technology. Projects supported by this opportunity will focus on lowering the cost of CSP technologies and creating new market opportunities for the industry, with the goal of enabling substantial deployment of CSP to decarbonize the electricity grid and energy system. These projects will work to apply CSP to new industries and advance the development of components for next-generation CSP systems based on solid particle heat transfer media. SETO expects to make about 8 to 15 awards, each ranging between $750,000 and $6 million. Diverse teams from universities, federally-funded research and development centers, nonprofit and for-profit companies, community-based organizations, state agencies, and local governments are encouraged to apply. Prior to submitting a full application for this opportunity, a brief, mandatory letter of intent is due on March 16 at 5:00 p.m. ET.
