Rural Energy for America Program Energy Audit & Renewable Energy Development Assistance Grants
Provides grants for energy audits and renewable energy
development assistance (REDA) to eligible agricultural producers and rural small businesses. This program helps promote American energy independence
by increasing the private sector supply of renewable energy and decreasing the demand for energy through energy efficiency improvements. Over time, these investments can also help lower energy costs for small businesses and agricultural producers.

State Small Business Credit Initiative (SSBCI)
On March 11, 2021, President Biden signed The American Rescue Plan Act, which reauthorized and funded the State Small Business Credit Initiative (SSBCI). The new version of the SSBCI program provides a combined $10 billion to states, the District of Columbia, territories, and Tribal governments to empower small businesses to access capital needed to invest in job-creating opportunities as the country emerges from the pandemic. The funds will also support recipient jurisdictions in promoting American entrepreneurship and democratizing access to startup capital across the country, including in underserved communities. Interested small businesses should contact their state government to find out how to apply for funding.

Thriving Communities Program
The Department of Transportation’s Thriving Communities Program (TCP) aims to ensure that disadvantaged communities adversely or disproportionately affected by environmental, climate, and human health policy outcomes have the technical tools and organizational capacity to compete for federal aid and deliver quality infrastructure projects that enable their communities and neighborhoods to thrive. Apply for the program two ways:
- A Call for Letters of Interest (LOI): For eligible applicants to receive technical assistance, planning, or capacity building services. There is no cost requirement to participate, and DOT will prioritize helping the most under-resourced disadvantaged communities.
- A Notice of Funding Opportunity (NOFO): For eligible applicants to provide technical assistance, planning, or capacity building services to help disadvantaged communities.

Advancing Fish Passage and Protection Technologies
This FOA seeks to advance innovative fish passage technologies by providing data on biological effects and fish passage performance. Technology innovations include: 1) novel solutions that are accompanied by analytical or experimental evidence that has established proof-of-concept and provides a rationale for next steps testing needs in terms of a critical path for research and development leading to market adoption; and 2) innovations to existing technologies that reduce negative impacts to fish, increase performance, show potential to dramatically reduce costs, and/or present applications to novel use cases (e.g., different fish species evaluations, environmental conditions, or types of infrastructure). The development of technical solutions to enable and improve safe, timely, and effective fish passage and protection at hydropower dams can improve hydropower’s environmental performance, supports infrastructure sustainability, and contributes to fish restoration goals.

Water Power Projects: Innovative Technologies to Enable Low Impact Hydropower and Pumped Storage Hydropower Growth
This FOA seeks applications to address innovative solutions to retrofit non-powered dams with environmentally sustainable hydropower at a reasonable cost; applications to address development and testing technologies that mitigate challenges to pumped storage hydropower deployment, including market and revenue uncertainty, development costs and financing, long development timelines, permitting challenges, construction risks, and environmental impacts; and applications to address and encourage emerging organizations to support hydropower development. WPTO expects the amount of funding available for projects under this FOA will be approximately $14.5 million and cover the following topic areas:
1. Hydropower Retrofits for Non-Powered Dams;
2. Innovative Pumped Storage Hydropower Technologies; and
3. Hydropower R&D by Emerging Organizations.

Water Power Projects: Stakeholder Insight into Hydropower R&D Issues
This FOA seeks to support the efforts of a diverse group of hydropower stakeholders to work together to discuss and address issues regarding the modernization of the U.S. hydropower fleet, the sustainability of hydropower systems, and the impact of hydropower facilities on the environment. These efforts will enhance and inform the current and future needs of R&D for hydropower technologies and environmental mitigation efforts at DOE and in industry. The selected recipient will actively convene, engage, and facilitate discussions among a diverse group of hydropower stakeholders including but not limited to representatives from Tribal nations, hydropower developers, owners/operators of hydropower facilities, research institutions, hydropower industry representatives, NGOs, non-profit organizations, resource agencies, other interested parties, etc.

Pumped Storage Hydropower Wind and Solar Integration and System Reliability Initiative
Through this FOA, DOE will invest $10 million to carry out project design, transmission studies, power market assessments, and permitting for a pumped storage hydropower (PSH) project to facilitate the long-duration storage of intermittent renewable electricity. Eligibility for this FOA is limited to projects that have received a FERC preliminary permit, and are working toward licensing a PSH project with at least 1000 MW capacity that can participate in multiple markets and store intermittent renewable energy generated on tribal lands.

Advanced Transportation Technology and Innovation (ATTAIN) Program directs FHWA to award grants to eligible entities to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. FHWA intends for these model technology deployments to help demonstrate how emerging transportation technologies, data, and their applications can be effectively deployed and integrated with existing systems to provide access to essential services and other destinations.
