The GRRP Leading Edge cohort provides funding to owners with ambitious plans involving carbon reduction, renewable energy generation, use of building materials with lower embodied carbon, and resilience goals through achieving an advanced green certification. Development teams must be able to leverage other financing sources without extensive technical assistance from HUD. GRRP will provide up to $10 million per property or $60k per unit for construction and transaction costs associated with achieving the qualifying green certification. Owners are responsible for the balance of rehab costs.

The GRRP Elements cohort provides gap funding to properties in the midst of a recapitalization transaction that includes utility efficiency, renewable energy, carbon emission reduction, and/or climate resilience measures. Elements funds can be used to add or preserve specific green or resilient items in the property’s scope of work. GRRP will provide up to $750k per property or $40k per unit for construction and transaction costs to incorporate the selected Elements investments into the recapitalization. Owners are responsible for the balance of costs.

This Notice of Funding Opportunity will support the implementation of activities that address current and future drought risk on tribal lands across the West in the context of a changing climate. These activities could include, but are not limited to: conducting drought vulnerability assessments, developing drought plans and communication plans, identifying primary drought impacts, optimal drought indicators and/or triggers and improving drought monitoring; developing drought dashboards with relevant drought tools and information and demonstrating the application of drought data and information to enhance decision-making.

DOE’s Office of Economic Impact and Diversity is administering the Low-Income Communities Bonus Credit Program in partnership with the U.S. Department of the Treasury and the IRS.  The bonus credit provides a 10 or 20 percentage point increase to the investment tax credit for qualified solar and wind energy facilities with a maximum net output of less than five megawatts (AC). DOE will review applications and make recommendations to the IRS, which will allocate to up to 1.8 gigawatts (GW) of eligible solar and wind capacity per year.

A 10-percentage point increase is available to eligible solar and wind facilities that are installed in low-income communities or on Indian land and a 20 percentage point credit increase is available to eligible solar and wind facilities that are part of a qualified low-income residential building or a qualified low-income economic benefit project.

The goal of this grant program is to support businesses that manufacture construction materials and products to develop and verify Environmental Product Declarations (EPDs), and to states, Indian Tribes, and nonprofit organizations that will support such businesses. This program seeks to improve transparency and disclosure of embodied greenhouse gas (GHG) emissions data associated with construction materials and products to facilitate the procurement of lower embodied carbon construction materials and products throughout the United States. Disclosure of embodied GHG emissions through the development of EPDs based on robust and comprehensive data will enable fair comparison of construction materials and products and facilitate procurement of these products with lower embodied carbon emissions.

This program aims to ensure the timely siting and construction of new or upgraded interstate or offshore electric transmission facilities while providing economic benefits to impacted communities. In order to accelerate and strengthen siting and permitting activities carried out by state, local, and Tribal siting and permitting authorities, this program will support efforts to standardize and streamline siting and permitting processes, coordinate across jurisdictions, and carry out robust public engagement, among other things. In order to provide economic benefits to communities impacted by the construction and operation of interstate or offshore transmission lines, including economically disadvantaged communities and environmental justice communities, this program will provide funds to siting authorities or other types of state, local, or Tribal governmental entities to support a wide range of projects that provide benefits targeted to the needs of impacted communities.

The principal objective of this solicitation is to support transformational habitat restoration projects that restore marine, estuarine, coastal, or Great Lakes ecosystems, using approaches that enhance community and ecosystem resilience to climate hazards. Funding will prioritize habitat restoration actions that: demonstrate significant impacts; rebuild productive and sustainable fisheries; contribute to the recovery and conservation of threatened and endangered species; promote climate-resilient ecosystems, especially in tribal, indigenous, and/or underserved communities; and improve economic vitality, including local employment.

Through Planning and Project Design Grants, Reclamation provides funding for collaborative planning and design projects to support water management improvements. This includes funding for: (1) Water Strategy Grants to conduct planning activities to improve water supplies (e.g., water supplies to disadvantaged communities that do not have reliable access to water, water marketing, water conservation, drought resilience, and ecological resilience); (2) Project
Design Grants to conduct project-specific design for projects to improve water management; and (3) comprehensive Drought Contingency Plans.

This NOFO’s objective is to invite eligible applicants to submit proposals for projects that can increase water management flexibility—making our water supply more resilient. This helps to prepare for and address the impacts of drought and water supply shortages. Projects that may be funded under this NOFO are divided into four task areas (Task A, B, C, or D).

o Task A: Increasing the Reliability of Water Supplies through Infrastructure
Improvements.
o Task B: Increasing the Reliability of Water Supplies Through Groundwater
Recovery.
o Task C: Projects to Improve Water Management through Decision Support Tools,
Modeling, and Measurement.

o Task D: Construction of domestic water supply projects for Tribes or disadvantaged communities that do not have reliable access to water supplies

• The Home Efficiency Rebates Program will offer $4,300,000,000 in formula grants to state energy offices to reduce the upfront cost of whole-home energy efficiency upgrades in single-family and multi-family homes. The value of an eligible home’s rebate depends on the predicted energy savings attributable to the project.
• The Home Electrification and Appliance Rebates Program will offer $4,275,000,000 in formula grants to state energy offices to reduce the upfront cost of efficient electric technologies in single-family and multi-family homes. This program also provides $225,000,000 in grants to Indian tribes, however tribal guidance and application instructions are forthcoming through a separate, upcoming announcement.
