Washington, D.C. – The Clean Energy Business Network issued the following statement from President Lynn Abramson after the Senate Appropriations Committee released a bipartisan continuing resolution to fund the federal government at existing levels through December 11th. The legislation includes a provision that temporarily prevents implementation of the Office of Management and Budget’s proposed Regulation for Federal Financial Assistance, which would introduce greater political intervention, termination authority, and compliance requirements for all federal grants and contracts.

“CEBN commends Senate Appropriators for hearing the concerns of innovators and researchers across the country and taking action to block OMB’s proposed grantmaking rule through its continuing resolution. We appreciate the bipartisan cooperation Chair Collins and Ranking Member Murray have shown in recognizing that this rule would undermine the credibility and reliability of federal funding for science and innovation. CEBN will continue to work with both chambers to ensure this temporary override of OMB’s rule is enacted into law and ultimately continued in the appropriations bills for the remainder of fiscal year 2027.”

CEBN has worked alongside a bipartisan coalition of technology organizations and companies to respond to OMB’s proposed regulation. On July 30, CEBN delivered a letter to all Senate offices from more than 140 business leaders calling on Congress to block implementation of the rule. A coalition of more than 250 business and organization leaders led by E2 and CEBN submitted similar comments to OMB on July 13th, outlining concerns about the rule’s negative impacts on technology innovation and the economy. CEBN also submitted its own detailed comments to OMB further detailing concerns and recommending alternative pathways for ensuring transparency, accountability, and reduced administrative burden in the federal grantmaking process. CEBN will continue to push lawmakers to block implementation of this rule as Congress considers funding levels through the remainder of FY27.
