Washington, D.C. – The Clean Energy Business Network issued the following statement from President Lynn Abramson after the House of Representatives voted 370-48 to pass a bipartisan continuing resolution to fund the federal government at existing levels through December 11th. The measure previously passed the Senate with a 90-6 vote on August 8th, and will now go to President Trump’s desk for signature into law. The legislation includes a provision that temporarily prevents implementation of the Office of Management and Budget’s proposed Regulation for Federal Financial Assistance, which would introduce greater political intervention, termination authority, and compliance requirements for all federal grants and contracts.

“CEBN commends lawmakers on both sides of the aisle for hearing stakeholder concerns about how OMB’s proposed grantmaking rule would create business uncertainty and jeopardize scientific research. CEBN appreciates the bipartisan, bicameral cooperating in blocking the proposed rule via the continuing resolution, and will continue to work with both chambers to permanently extend this provision in the appropriations bills for the remainder of fiscal year 2027.”

CEBN has worked alongside a bipartisan coalition of technology organizations and companies to respond to OMB’s proposed regulation. CEBN delivered a letter to all Senate offices on July 30th from more than 140 business leaders calling on Congress to block implementation of the rule, and then sent and updated version of this letter to all House offices on August 14th with signatures from more than 160 business leaders. Previously, on July 13th, a coalition of more than 250 business and organization leaders led by E2 and CEBN submitted similar comments to OMB, outlining concerns about the rule’s negative impacts on technology innovation and the economy. CEBN also submitted its own detailed comments to OMB further detailing concerns and recommending alternative pathways for ensuring transparency, accountability, and reduced administrative burden in the federal grantmaking process. CEBN will continue to push lawmakers to block implementation of this rule as Congress considers funding levels after December 11th through the remainder of FY27.
